You properly forgot the that the "overcap" is due to buildings allowing extra manors, and the GLF law holdings are mearly blessed to act like they are 1 level higher than they really are.

Mercia is missing the +5 province growth from gold rush.
Essetir is missing the +5 Province growth from gold rush, and the +12 from Rule province.

I didn't change those, so I must have been using the older version. With another Rule Province action, you could get Essetir to level up this turn at a cost of 1 prosperity in Mercia.

Transferring pops, should only tranfer another 12 still putting it a little short off "leveling up".

But there seems to be a deviation between my prosperity math and the resulting prosperity, while the festival tournament explain the extra temporary prosperity in Mercia, but the typical math shows essetir should be 1 higher in prosperity.
