All actions happen simultaneously. It didn't exist; it couldn't have burned (but the trade 0 could have).
End result based on new information should be no trade for either ET or SWT OR trade(2) and trade(0) for ET/SWT in Nemeth. Not sure what then happens with the actions that are then invalid (presumably costs are returned?)

Not sure what then happens with the actions that are then invalid (presumably costs are returned?) Natural disasters can wipe out the impact of a successful action, you can rationalize it as your action failing (with full cost) due to event's impact if you want.

Some corrections I noticed. Based on Pg 21.
Bernicia and North Umbria should have magic of 9 (elven province levels never reduce source potential)
Nagnati and Gangani are the same (sidhe; no reduced source potential).
Tir Moreth is half sidhe - not sure if that has an effect? Other half sidhe as well elsewhere?
Circind magic should be 8 (sidhe)
Robogdii MPL: 6(hills)-1(med mtn)+1 hot temperate+1bountiful+1coast +1caves -1goblin (Not sure if caves apply): 8 or 9? (Excel sheet note says yes, regent guide implies no) - Nevermind!

Sadly we're playing with Sidhe only provice 50% reduction in source loss from population. I'm working on fixing this bug as we speak, but not there yet.

You mean to tell me elves don't get free roads everywhere and infinite magic!? Roads, who need roads? Don't everyone move with the same speed on roads as through terrain? I've always assumed that paving the terrain was a product of some odd religious observance with humans. As for infinite magic sadly not, I blame Bayard but I plan to fix it, both the magic and the Bayard.

Manor of the second chance is missing in Mercia and Essetir, the prosperity is 1 level lower than expected in Mercia and Essetir, is this events or typos?

What's 'manor of the second chance'? I noticed that your law and manor holdings were above the base province level, but I couldn't see any explanation for that, so I reduced them.
I either misread the prosperity table, or I forgot this game has temporary modifiers 'not count' for the level reduction. As much as I don't agree with that, yeah, according to the rules as they've been your provinces should still be 'Thriving', not 'Prosperous'.
