Actions take place simultaneously, but it's still possible to take many actions that are effectively sequential on the same turn without waiting one turn for each to conclude. Providing a grant after diplomacy is a good example, the grant isn't made unless the diplomacy succeeds, but it doesn't have to wait until next turn, either (although the funds don't arrive until then, as usual for grants).

To avoid penalties T13 onwards, a realm must declare war on Turn X, and then wage war Turn X+1?
For the purposes of diplomacy T13 onwards, a realm must use diplomacy action on Turn X, and then free grant Turn X+1?
For war that is how it should work, although previous treaties can allow realms to be pulled into wars without a decree. It would depend on the diplomacy, but in most cases, yes.

1)That depends on how lawful that domain is, but yes. 2) That depends on the wording in the treaty. Domain A will: contribute/deliver/take a grant action to send/pay 1GB each season to domain B some are clearly T X+1 Grants that can be made the following turn, while others clearly need to be made as readied action grants the turn of the diplomacy in order to reach the destination on time, and the rest can be interpreted both ways.

Problem. This ruling allows me to spend more money than I actually had at the time. You're right that I very clearly didn't take a free grant action in T2, because I wouldn't have been able to afford it.
Hence why I never thought of it as a free grant action.
So I'm going to stay on the side of thinking that there should not be a 1GB payment to the druids this turn.

The Hibernia Slavers' trade holdings in Robogdii were reported as level 0 in Turn 6, level 1 in Turn 7, but have just been empty fields ever since then, including after they were replaced with the STC. Is their holding in Venicii level 0?
