We use 5th edition items.
You can expect to make a maximum of 30 common, 10 uncommon or 1 rare item with a research action and a GB (you still need to be level 6 to create rare items)
Very rare items are only allowed on a case by case basis, and will take at least 5 research actions to create. (you still need to be level 11 to create very rare items)
Items that affect the domain level of the game are at least very rare but most likely legendary or artifacts.(For instance a scepter of rulership that grants +2 BS for the purpose of RP collection is a very rare item, while an item that grants +x to a certain domain action is most likely legendary. Items that allow you to spend RP to generate effects are always artifacts.)
Items of any rarity may be discovered during adventures or other events in the game.
We use common sense and flavor wise restrictions as well:
* It makes no sense that a scroll of web and a wand of web costs the same, so they don't! (The wand is upgraded to a rare item)
* Permanent magic items are not abundant in the setting, so a permanent magic item is at least a rare item. (This include +1 weapons and shields, and bumps +2 versions up to very rare items. This also include most wands - even those that can be burned out by overuse!)
* Limitations on items, to lower their rarity - such as specific usability or magic that works only for a limited time - may be allowed. (So an item protecting against a specific spell from a specific character may be uncommon rather than rare or very rare. And a wand with a fixed amount of uses may also be of a lower rarity than usual recharging wands with the same spell)
In conclusion: Ask before you spend an action to clarify if the items you want to create are of the same rarity as written in the DMG. And remember to ask if you need an item to work for just a specific adventure or conflict, or at a limited functionality... I might allow it even though it would otherwise be beyond your capabilities to create.
