A decree, distributed initially in only Caerleon by the Queens recruiters, soon after it is more widely spread by travellers, merchants and bards, is a message from Queen Jessica of Caerleon.
"In the time of our grandfathers slavers from the realm of Rodogbii raided our shores and they took from us wives, husbands and children. We wailed, we wept, we gnashed our teeth and we did nothing.
"In the time of our fathers slavers from the realm of Rodogbii raided our shores and they took from us wives, husbands and children. We wailed, we wept, we gnashed our teeth and we did nothing.
"In our time slavers from the realm of Rodogbii raided our shores and they took from us wives, husbands and children. We wailed, we wept, we gnashed our teeth, but we did something. We took the fight back across the sea. We fight, now, against Rodogbii, the very personification of injustice and evil. Even as you hear these words brave men and women place themselves in mortal peril for your life and lives of your children and family.
"In the time of your children will you be able to show your scars and say, I was there when Rodogbii fell, I was one of those who fought in Hibernia, I slew the Beast and made our Land free.
"For while old men are forgotten, those who fought shall not be forgotten. For each day as the sun rises over an Albion free from the threat of Rodogbii, free from the threat of slavers, they shall be remembered, we will remember them.
"But will we remember you?"

[T13] The continuing decree.
As winter thaws and turns to spring it becomes apparent that the Queen's decree has spread much more widely than it's initial audience. Volunteers arrive daily from the farthest reaches of Albion, one day of ten men from the forests of Tir Mor their half-aelven heritage apparent, the next day a wagonload of sturdy spears and shields donated by a smiths guild from northern Alba, then a day later a rowdy band from Dal Riada.
Men and goods flow into Caerleon, along the highway and into the port city of Aberffraw. In Aberffraw, free traders, inspired by the Queens message volunteer to carry men and goods to the conflict in Hibernia, and what started as a trickle of support soon becomes a veritable flood, the free men and women of Albion fighting under the banner of Caerleon against the foul threat from Rodogbii.
