The following changes will not take effect unless we at some point implement the rules for winning the game
This action can be used both to transform any military action into free actions instead of court actions, and to declare war on another domain. Declaring war on a domain cost -3 Political Points (PP) per domain, regardless of the type of domain. You can declare war on any number of domains with a single action. You can not use war moves to commit your troops against holdings of a domain you are not at war with.
The exception to that is trade holdings that can be sacked without a formal declaration of war.
Alternatively Declare War can be used as a single turn action that will allow you to raid holdings in your own provinces, or any other province you can reach by land or by sea. When conducting such raids you do not have to pay the 3 PP for declaring war, you will be able to raid any holding or the province itself if it is not protected by a castle or troops. If enemy troops are present you must engage them in combat, but you can't gain PP if you win, and your enemy will not loose PP if they loose, you can still loose PP as normal. If, at the end of the domain turns last war move, you still have troops in enemy territory you loose -3 PP and the landed domain in witch you have troops may declare war on you as a free action next domain turn without paying the usual cost of -3 PP. (this might happen if you overextend your reach into enemy lands or if magic prevent you from leaving in time.)
The DC for declaring war is 10 as standard, but 15 if you use the alternative raid option.
