Bless the sacred holding, increases the effective level of a holding by 1. Does this increase the Levy that can be raised by a manor holding? If a level 4 province have 3 supporting holdings that are blessed to 4 and 1 neutral holding, does this grant partial or full advantage? On the levy question the answer is yes, although the number of units raised by the "Raise Levy" action is capped by the lower of province level and manor holdings, so if you blessed a manor to level 5 in a level 4 province you would get 4 levy units.
On the advantage question you would get full advantage/hardiness as you have Manor 4 in Province 4.

So i assume that's the real provinces level that applies the levy cap, or is it the blessed or blighted effective level?

Blessed works, so if you blessed both the manor and the province you can levy/muster more.

Ouch...very expensive to do both. 1,2,3, NOT IT!

Yeah bless the sacred holding is rather a expensive for what it does, and is mostly a tool to manipulate hardiness/ advantage.

It does give Contest immunity and some resistance to spells. Can be very useful if you are the target of a wave of contest actions.

The RP cost scale with holding level. So economically it have a very hard time being better than alchemical traformation.
So it would only be worth it for small holdings in huge provinces.

And just to be sure, if you have say a 3rd level summon spell, you can't just 'dejuice' it and cast the 1st level version instead to save on RP cost per unit summoned, right?

There is no 3rd level summon spell, there are 1st, 4th and 7th level versions of the spell. Each spell can summon at it's level of units or lower (So the 7th level version can summon Natures Ally 1, 2 or 3)

Ah, I thought each level only summoned that one specifically. Actually, can you stagger between different levels? Say LvL 4 spell, two Natures Ally 1 and two Natures Ally 2? I feel like one should choose but then again thats just a feeling.

Q: When a lieutenant uses his or her bloodline to cast a battle spell like that, how is this done exactly? Do they gain a specifice amount of powerpoints per point of Bloodline lost or is a 1 for 1 thing? They gain half their bloodine strength in RP for each bloodline score they go down. and each Power point cost 2 RP. If for instance the lieutenant have a bloodline of 19, then he can lower his bloodline to 18 gaining 9 RP in the process. The 9 RP can then be used to cast battle spells of the type available to his class at a cost of 2RP for 1 power point. The lieutenant is also limited to maximum using power points equal to his level during a single battle. Can a lieutenant cast realm magic using this RP?
