With the assent of Queen Jessica (informally at present and to be formally gained in the coming winter), the guilders in Caerleon, by mandate of Grand Admiral Aethor, are given leave to issue the following decree in Caerleon. The decree is also distributed in other lands to members of the Southern Traders only, but the focus is clearly on Caerleon where the assets are presumed to be located:
From the Prosperous Halls of the Southern Traders,
To the Guilders and Traders of Caerleon and Gawant,
Upon information and belief, and after a careful audit, further assets of the Western Traders in Caerleon and Gawant are deemed to still be illegally held by less-than-honorable Guilders and Traders. As these assets, the contraband, rightfully belong now to the Southern Traders, the following is decreed:
•All contraband is to be returned immediately to the Southern Traders. The Guild will not pursue any claims against those who return all contraband promptly.
•Guilders will assist Caerleon's watchmen to identify contraband entering, transiting or leaving Caerleon. The Guild will pursue in court those found to be in possession of contraband.
•The Guild will pursue in the courts anyone found to be in possession of contraband.
•With good cause, the Guild will obtain writs to search the goods of guilders and traders believed to possess contraband. Only contraband found will be seized.

While the decree mentions Gawant, the presumption by the guilders is that any former Western Trader assets that might be there would either turn up by virtue of being in the heartland of the Southern Traders, or by transit through Caerleon.
