The following statement is published in Nemeth, whilst initially only provided to sheriffs, town guards and other providers of law, knowledge of the contents soon becomes widespread..
"The following statement supersedes any previous direction given to the many true and just lawmen of Nemeth on their responsibilities and behavior when interacting with organisations engaged in the conduct of craft and trade within the borders of the Duchy of Nemeth.
Recognizing that it in recent years the policy of the Duchy of Nemeth towards the operations of craftsmen and traders has not been clearly communicated, and in a desire to rectify this issue and to provide a clear, consistent and concise directives that may guide operations let it be known that:
All lawmen shall support the efforts of craftsmen and traders to establish operations. All lawmen shall support the efforts of craftsmen and traders to expand operations. All lawmen shall oppose actions that seek to contest the operation of craftsmen and traders, unless in their opinion there is further opportunity for craftsmen and traders to expand operations.

At the port in Novas on Helna, Captain Garrett and Harold Hammersmith met openly as a trade ship was berthing. It brought with it necessary supplies for the activities of the guilders there: Miners, tailors, craftsmen and merchants who arranged for contacts among the fur trappers of Helna. Waiting at old, solid warehouses were wagon-loads of furs that would fit conveniently on the trade vessel, bound for Nem (although it would undoubtedly make a pass by Dumonia to unload the furs). Harold had sailed aboard the vessel from Nem to Novas, and was on the manifest to return with it to Nem later.
"I've heard the guilders here in Novas still have no intention of working with any lawmen here?" Harold asked.
"It's true. We shall not be compelled to share our knowledge and expertise; to do so could expose our trade secrets, and the trade secrets of our clients. He can't expect us to aid him, if he is not willing to honour the agreement that bound us to support him in the first place. We can't trust the lawmen to handle confidential information." Garrett retorted.
"Yes, but then we should simply stand aside." Harold reasoned, "Do nothing, save promote our own interests."
"Nay, Mr. Hammersmith. We have rights in Nemeth for which we must fight; we cannot fight for those rights if we permit the abuse of those rights." Garrett asserted and then remarked, "In any event, you are free to direct your guilders in Nem how you see fit, but I note that you and Duke Uther have allowed thieves and gypsies to subvert those rights. Perhaps through the abuse of information that should have remained confidential?" which left Harold uncomfortably embarrassed and annoyed.
"We shall certainly take advantage of the decree that Uther has issued," Garrett promised, "But in effect it gives illegitimate trade rights to the Eastern Traders. Their exploitative methods have no business here. And until those illegitimate rights are rescinded, Uther can expect his lawmen to face difficulty acquiring any information from us. Nemeth is still ruled by the rule of law, and not the rule of man."
