The Temple has had everything from sales of landrights to a revision of its tally system. The latter led to me hiring the one supposedly responsible for it as a character.
"additional income of temporary nature" is exactly why I reason it shouldn't be somthing that can be done on a massive scale, as it also involves "creative bookkeeping". It is possible to create some extra income but as it is through temporary measures, bookkeeping, landshuffles or the like it is unreliable in its actual results. Projected income through unsecured or untested methods is can always lead to repurcussions when the real result does not match the projections.
In any case, I do not see them as shady to start with at all either. However when pressing for more of these 'creative' ideas from your underlings there's bound to be overreaches. This is all just my reasoning and my earlier example was taking something modern to a different matter so logically not correct. But in all I do not find real fault with the action. It is a tool and a tool that can be used to introduce more story depending on the outcome.
