If i come to the conclave for example :
1)For the diplomacy action i must use my bonus court or the bonus of the host ?
2)The Host is Tog or Pendragon ?
3)it is possible to make diplomacy action between observers?

From the regents guide page 94/95 and my own interpretation (I'm sure Linde will correct me if I'm wrong).
1) You use your Court modifier and your Stability. 2) The host is the ToG. 3) To attend a Court Session you must make a Diplomacy action (Realm action, i.e. Regent + Court) and you must be invited. Once you are an attendee you can use Diplomacy as a Free action with any other attendee.
As an observer you can make commentary (i.e. dispatch) and provide advice. If you wanted to conduct diplomacy with other observers you'd need to actually take the Diplomacy realm action.

To add to this, both parties must succeed (if agreeing, although if agreeing they get a bonus) or one party must succeed and the other fail (my interpretation) (but the party asking for more than the other generally has a huge DDC increase unless they have massive leverage, such as controlling your capitol). And yeah, the inviting party needs to use a regent action + one additional court action per extra invited realm (or something, a little unclear on that clear as far as bonus actions go). So uninvited parties may or may not be able to observe, but they can't participate because it would eat up the inviting party's actions without their consent.

2) The host is ToG
3) No, observers are not attending the court session, they are just there for role play reasons. (Like establishing your assassin nearby when you conduct your assassination of the Archpriest for the insult of not inviting your temple to the conclave )

Well, how the other people take your offer of friendship is entirely up to them. But as no action is involved no bonus/penalty is involved either.

I keep hearing about a Winter Conclave. I'm assuming a giant gathering open to all (or most) and requires at least a court action to participate. Are there other actions we cannot do in Winter so I don't discover them by accident?

Mainly, that's because I've been running around poking my landed nobles to get all my treaties signed and formalized.
So the winter gathering is likely to be limited to those Landed Nobles (i.e. province rulers) where I operate. And maybe one or two more.
The cost is actually quite tremendous, but it's cheaper than to do arrange for the treaties individually. What I am doing is: Diplomacy(Realm) action - 1 regent action + 1 court action per realm invited beyond the first (according to Linde, I'm not sure that's accurate per the rules, and I'm sure that regents and lts with bonus actions get additional benefits of some sort).
All who are invited then attend at the cost of a Diplomacy (Realm or Bonus) action. (i.e. either a Regent + Court or a Bonus Reg/Bonus Lt action).
Everyone attending can then freely conduct diplomacy with each other.
(For the above reason, it's unlikely I'd have the actions to invite all three faiths near me)

If I remember the Decree, any trade guild can operate in Camelot as long as they pay a yearly tax.
