Units have a single maintenance cost, so you cant garrison units to save money in this campaign.
A province can sustain upkeep of buildings of a GB value equal to half province level. (Actual level - not modified by spells)
Further buildings must pay upkeep or decay.
Province ruler control the free upkeep but can allocate it to other domains via diplomacy.

From turn 7 and on we will use the rules for garrison of units in the RoE rules.
This is to allow stable defensive garrisons. Hopefully more stability will follow from this.

Garrison means units will be half upkeep, they cannot take orders, and will only fight if the garrison is attacked? If i have a unit in nemeth turn 4 wm6, will it automatically by default be garrison status all of turn 5, or do i need to spend an action to "put it into garrison mode"

Cost: Garrison status cost one-half upkeep. Garrison unit options (the list is not exclusive): 1) Can move normally, but only within friendly provinces. 2) Will defend the province they are in if it comes under attack. 3) Will patrol the province they are garrisoned in (i.e. provide intelligence but not protect against events). 4) Can’t join a field army. 5) Can’t forage, pillage or raze. 6) Can’t invest, besiege or assault a fortification. 7) Can’t contribute to meeting the minimum number of units needed to occupy a province. 8) Can’t function as law holdings in occupied provinces.
Units in turn 7 start in active as garrison is a new option.

But it still requires court actions to order them around and also to set them to garrison status. Will garrison status take effect same turn the order is issued? I take it units cannot recover while in garrison status?

It requires a military action to change status (court or free action depending on wage war)
You pay upkeep of your units depending on their status at the end of the turn (so changes take effect the same turn as the order is issued)
If you refer to the action recover unit you will see what the various changes to status does to your units ability to recover (Yes, you can recover units while active or garrisoned depending on where they try to engage in the action)

Buildings can be set in garrison status. Buildings that only pay garrison upkeep give no positive effect, but the building doesn't decay.
