One or more units can designate an adjacent province to scout. It cost movement points equal to having entered the province and dependingon success they get accurate/ near accurate information about the troops and the fighting conditions in the province. If the units have too little movement to enter the province again after that it can't join in any fighting that occurs, but are allowed to move into the province along with any number of other units in the same war move and join up with them when any combats areresolved. For each unit scouting add their movement to the DACof the scout action.
DDC 25 95+% Accurate information on the units DDC 20 75% accurate information on the units DDC 15 50% accurate information on the units DDC 10 25% accurate information on the units
Modifiers: Movement allowance(Movement stat) of units involved in the scout action up to a maximum of 1 unit or the scouting commanders Warfare(command) whichever is higher.

Warfare(Command) =round.down((Warfare proficiency+Charisma modifier)/2;0) Or 6 whichever is lower.

What is the fluff description of scouting? A number of troops walk all over the province, taking note of what is going on?

Well, you can describe it as you wish in fluff terms: looking for weaknesses in the defenses, looking for enemy troops, looking for that secret that makes the fields of Dumonia so lush and fertile......
The act of scouting is this action: Move Unit/Ship [Military; Court, Free] With the subaction Reconnaissance (p.104 of the regent guide) And it gives you access to information regarding units/ships/fortifications/commanders/campaign strategies and so on.

I see it as them splitting up in smaller groups/raiding parties that scout/scour the environment in mobile bands. Depending on your realms fluff. You did now give me an image of a bunch of early middle ages folk walking around with notebooks and pencils
