First levy in a year start with 3 xp
second and third levy start with 1 xp All subsequent levies in a year start with 0xp A year start in spring and end in winter, so you can wait until winter and raise skilled levy if you haven't raised the levy before that year, and then raise skilled levy again the following turn in spring.

Gaining XP
Units primarily gain XP via the improve unit action
Use starting XP of the unit to calculate DDC
In addition low level units gain XP for other actions: 1 XP for a skilled or lower unit per turn that it participates in one or more battle or other action. On rare occasions a unit may gain more than one XP in a single turn this way. (Don't worry, your DO will reflect it when this happens)
