Espionage can be used to generate events. The regent guide says:
About rumors this is written in the regent guide:
The DDC for rumors is nonexistent and the DDC for events is vague and doesn't translate well to the event system that we use where events have 3 levels of intensity.
So here is an update/clarification of how events and rumors are generated via espionage:
Rumors are DDC 10 to generate via espionage. Each +10 MoS generate an extra rumor. In relations to events rumors count as level 0 events.
The base DDC to generate a negative event is DDC 20 If you are working on worsening an event you get +5DAC Success: You generate an event at level 1 or increase the level of an existing event by 1. each +10 MOS can be used to stage up the event to max level 3
Example of normal level for some negative events: Level 0: A rumor of something..... Level 1: Intrigue, lesser corruption, disorganized bandits... Level 2: corruption, brewing insurgency, bandits, lesser heresy.... Level 3: Insurgency, major bandit threat, heresy......

Where would the following events lie on that track:
1) Miles Weaver trying to take over ET 2) Nobles stealing gold 3) Subverting Holdings 4) Famine 5) Setting fire to a port to force a fleet out into a blockading fleet 6) Insurgency killing units stationed in said province 7) Local noble declaring himself king 8) Agitating to make creating and ruling holdings easier

Where would the following events lie on that track: 1) Miles Weaver trying to take over ET -1 to 3 depending on how far in his plans he is and how much support he has gathered. - so intrigue to insurgency/rebellion 2) Nobles stealing gold 1 to 3 depending on amount.3) Subverting Holdings - 3 4) Famine 1-2 depending on severity5) Setting fire to a port to force a fleet out into a blockading fleet - depending on situation 1 or 26) Insurgency killing units stationed in said province - insurgents take up arms at severity 2 at the earliest.7) Local noble declaring himself king - rebellions can start at 2 although they would be doomed to fail.8) Agitating to make creating and ruling holdings easier - agitating is done with the agitate action.
