All domains are considered to have a court level of 2GB without paying any court upkeep.
The court level can be raised, but not lowered from the base of 2 GB
Maintaining a court will cost 2 GB less than noted in the rules pdf, so a court worth 5 GB will cost 3 GB to maintain.

The province level determines the maximum effective court level, so a 5 GB court (costing 3GB) need to be in a province lvl 5. Or in any province where the combination of the province level + Palace level is 5 or more.

Random question: could a state-sponsored guild be offered to share into the court of the land's ruler (and therefore mutualise costs)? Yes, a state sponsored guild, temple or mage can have a share in the court of the land's ruler. However there need to be a diplomatic agreement between the domains as state faith, state guild, court mage or a vassalage agreement in the case of two landed domains, with the court being in one of the lieges provinces. And a diplomatic agreement with clear terms of the use of court actions is advisable. If not, shared court actions will be resolved based on MoS and the domains that have actions denied will suffer negative events. be available after the first come, first served principle, based on initiative each turn. You can't share a court with another domain while maintaining a personal court. Also there are diminishing returns in regards to the 2GB discount: 1 domain with its own court = 2GB discount 2 domains sharing a single court = 3GB total discount 3 domains sharing a single court 3.5GB total discount 4 or more domains sharing a single court = 4GB total discount So if 2 domains band together they can maintain a court lvl 3 at no cost. If they maintain a lvl 4 court, they would have to pay 1GB total each turn, that could be 0.5GB each, one domain could pay 0.7GB with the other paying 0.3GB, one domain could pay the entire 1GB with the other domain having no court upkeep cost, or any other combination that total the 1 GB.

Non landed domains may place their court in any province where they have a holding.
