So to use the example of a guild with 100% control of holdings with a province I'll cherry pick Caerleon.
My understanding of how the abstract level 4 holding in a level 4 province translates into the narrative sense is something along theses lines; members of the SWT directly lead all of the influential guilds in Caerleon (but not all of the guilds), most major craftsmen in a settlement are members of the SWT (but not all craftsmen are), the SWT has significant soft power (influence) to direct people who are not members to comply with their directives (but they do not have total power).
In effect 100% control represents control over the key movers and shakers within a conceptual area, but not control over everyone who is involved in that area.
The intent being to allow a domain to direct activity within an area, but still allow enough room for the unexpected (hello random or not-so random events).
